Changing the Default User Profile ?

I'm trying to create a user profile and copy it over as the default in Server 2008 rc2. When my users log in to a thin client they will go thru a series of errors and enabling that refers to IE 8. This is a correctional setting and internet is prohibited and we use an intranet.

These thin clients are embedded with XP and I'm using Remote Desktop to log in to the TS server. When I try to copy a user as the default as done in the past. The only user that allows copy to is the default itself.
