If I need to allow certain users access to network settings, is this in the user account or the computer account permissions?

The answer to your question is right in the question. :) If you need to provide or restrict access to a particular thing for specific users, you'll pretty much go to the users side of Group Policy. Go to the Administrative Templates section, select All Settings, and try using the Filter and Filter Options from the View menu to find the Network options you can turn on and off.
