After having installed Virtual Machine of SharePoint 2007 as part of TrainSignal course (MOSS 2007 Config.) - Windows 2003 Server asks for activation which does not work when response to activation code is entered. Microsoft phone activation says it is invalid?

Does TrainSignal training ensure exercises involving downloads from Microsoft are authorised or is it up to the individual to purchase Windows 2003?
Or perhaps there is a setting causing this situation?

Yes I used this same URL to download the sharepoint 2007 VHD trial files and installed succesfully.
I believe what has happened is if you don't first register for download of Microsoft Office SharePoint Server 2007 VHD on the Microsoft webpage, then there may be a problem running the software in Virtual Server 2005 once downloaded and installed. The key phrase on this Microsoft website may be 'Registration Suggested for this Download'.

I don't believe the Registration has anything to do with how the VHD works. I think it is so MS can send you product updates for what you have downloaded.

Be advised that you have a limited time to evaluate the product when using the VHD download. I am not totally sure but I think you have 30 days trial on this VHD before it times out. If this is the case then Activation will not work.

I would suggest you seriously consider a TechNet Subscription. The cost is minimal and you have acces to an enormous amount of software that is not timebombed. http://technet.microsoft.com/en-us/subscriptions/default.aspx
