Active Directory and Foreign Languages

My company has been bought out and we are now working on a project to globally redesign our active directory infrastructure. The one question I have is in the way of foreign users such as Japanese who authenticate against a domain controller in English, how does this work? Does the domain controller read the characters coming in and then translate them to English?

If anyone can shed any light on this I would be greatly appreciative.
